You can try contacting Elements support by going to the Contact Adobe Support page. (https://helpx.adobe.com/contact.html?rghtup=autoOpen) Make sure you are signed into your Adobe account and try typing Agent when the chat window opens. (If you use my link, the chat window should open automatically.) Depending on what area of the world you live in, Adobe Support may not have been available over the weekend. I can't imagine that Support can't help you. Please let us know if they don't.

Yes, they will be backed up if you are using the Organizer to back up your media files. But it is probably good practice to also write the metadata to the files (using Ctrl+W).

Perhaps you have more than one catalog? Have you ever had any other version of Elements?
Do a search of your old hard drive/NAS for catalog.pse18db files.
Yes, copying the catalog folder is an option for backup. But that doesn't back up your media files. You should back those up too. You can use the Organizer to make a full backup.

If I understand you correctly, you either have not backed up your old catalog and/or you are unable to back it up (using Elements). In any event, if your new computer has exactly the same folder structure as the old one (and possibly/probably the exact same user name), you need to copy the catalog folder to the new machine. It doesn't matter where you copy it as long as it is not on the NAS which would result in poor performance.
If you had the catalog folder in its default location on the old drive, you will find it in the following location:
C:\ProgramData\Adobe\Elements Organizer\Catalogs
If you only have one catalog and have not renamed it, the folder will be named My Catalog.
Once you have copied the folder to the new computer, double-click on the file named catalog.pse18db that will be found within the folder. The catalog should then open in the Organizer.

@amyvegte even Mark ii of your camera only requires ACR version 15. What version of Camera Raw did you install? Go to the Editor's Help>About Plug-in>Camera Raw menu and a splash screen will appear with the installed camera raw version. If you installed the latest version (ACR 17.2), it may not work with Elements 2022. I haven't tested that, but I do have ACR 16.x installed in Elements 2022.
Since you only need ACR 15, you can download it from this link on Archive.org. You can install it and follow Glenn's instructions to place the plug-in into Elements 2022.
Added: It may take a while for the download link to appear. Archive.org can sometimes be very slow.

I know nothing about Macs. But in my experience with Windows, it is never a good idea to use a transfer utility to copy an Adobe program from one computer to another. A fresh install is always best.

Is that in both the Editor and the Organizer? On the same computer monitor?
Take a look in the Edit>Color Management dialogs that you have in PSE 2025 and PSE 2021. Are there any different settings between the two?

Select the photo(s) you want to upload.
Right-click on a selected image.
Choose Sync Selected Media from the context menu.
The selected photos will be uploaded to the Elements Web. Click on the Elements Web button in the lower panel and the uploaded files will be visible under the Media tab once the sync has been completed.

You are not brushing on the correct layer. If you are happy with the contents of the current image, merge the layers (Ctrl+Shift+E) and you should be able to put the signature wherever you want it.

If you have not already done so, try downloading the older Microsoft Runtime Library from here. Until you tell us everything you have actually tried, rather than telling us that you have tried everything you can find here, we are just spinning our wheels.
You also haven't told us whether you are installing from a download link, an optical disc or some other method. Nor do we know at what stage you are getting the browser message. If you have successfully downloaded the installation file from your Adobe account, turn off your connection to the internet completely. Also turn off your anti-virus and firewall software before installing.

Each full backup will be treated separately. Backup B will contain any differences to the catalog that have been generated since the time that Backup A was created. When you go to restore a backup, you will be asked to navigate to the backup you want to use.
If you are asking whether you can place Backup B on the same external drive as A, the answer is yes, but you need to put it in a separate folder. Othewise, I believe you will be warned that you are creating a backup in a location that already exists and will be asked whether you want to overwrite it?
The other alternative is to create an incremental backup which will only backup the latest catalog structure and include any new files that have been added to the catalog.

Your camera is relatively new and requires ACR 17.1. However, Elements 2025 has only ACR 17.0 installed. You need to install the latest version of Camera Raw using the instructions that I am sure Glenn will provide.

Has the program been installed on more than two computers previously? If so, it was necessary to sign out of an old computer to activate the program on a new one.

Yes, Bob, I have backup software that takes a snapshot of my system drive every hour. I have multiple backups of my media files but have just run out of storage room on my local drives. Just added internal and external 16TB disks. After much trial and tribulation, I am in the middle of restoring a catalog backup to the new internal drive. It will probably take another day or two before I find out whether it works.
When it will be time to build a new computer, it will be time to do a complete system refresh and installation.

I'm not sure whether I fully understand your question, but if you go to the People Room/tab, each person who has been face-recognized and tagged with a name will appear in a stack. That stack will display the number of media files in which the person has been tagged:
There are other ways to gather this information, but if I have not answered your question, please be a little more specific about what you are trying to do.

The Photography Plan progams should have nothing to do with Elements.
Have you installed Photoshop Elements on more than one computer? Or perhaps the same computer with more than one OS (e.g. Win 10 and Win 11)? And are you sure that you are entering the correct serial number for PSE, and not for PRE?
If you still think that you have not exceeded the number of activations, try activating offline. Disconnect your computer from the internet and follow the instructions found in this article.

I'm sorry, but I'm having a hard time figuring out what has happened here. I note that you have 2 Elements 2025 database files of similar size located in two different directories - one of which appears to be your Elements 2020 catalog directory.
I am guessing that you have placed the Elements 2025 backup files into the Elements 2020 catalog folder. Perhaps you have a better explanation?
After re-reading your original post, I am also confused about whether you are trying to do an incremental backup of your 2020 catalog or your 2025 catalog (or both). Whatever your response, I think my suggestion will be to create a new full backup of the catalog and make sure that the backup is created in an entirely separate folder structure. Each incremental backup should then be placed in a new folder.

That is incorrect. Photoshop Elements 2025 has a 3 year term license. The Editor will stop working 3 years after first activation. Only the Organizer will continue to work after that.

Photoshop Elements and Premiere Elements have two different license numbers.
Did you purchase both programs? If you only purchased Premiere Elements, the Organizer will work, but not the Photoshop Elements Editor.
You are entitled to activate both programs on two different devices. If you have activated the program on two devices previously, you need to deactivate it from one other device.
