I have been using Photoshop Elements 10 for years, and it has worked fine throughout Windows 7 through upgrades to Windows 10. A month ago, the Options Bar became blank, and all drop-down menus under File, Edit, etc became blank. The drop-down boxes open but only an icon or two show up in them--no text at all. I tried uninstall and reinstall, both from my original disks and from adobe.com. Finally I uninstalled both Photoshop Elements and Premiere Elements and reinstalled Photoshop only, and that seemed to fix the problem. However, I needed to edit a film clip, and reinstalled Premiere Elements, and now the Photoshop Elements problem has returned. If I click randomly on various Toolbox icons to try to force something to appear in the Options Bar, a Windows box opens telling me that Photoshop Elements 10 has become unresponsive, and it is closing the program. Any suggestions? I could try repeating my uninstall of both Photoshop and Premiere, and reinstall Photoshop only, but that is not an acceptable solution.
