Photos won't open in Photoshop Elements 2024 when I double-click them

I recently installed Photoshop Elements 2024. When I double-click on an image or do an “Open with Photoshop Elements 2024,” it takes me to Photoshop Elements but the photo doesn't open. I can only get the photo to open if I open it from Photoshop Elements through File => Open.

What kind of file are you trying to open?

This sounds like it may be a Windows issue.

What is the default program for the file found in Windows Settings>Apps>Default apps?

Mostly jpg files. I double-checked, and Photoshop Elements 2024 is the default setting. When I double-click an image, it takes me right to Photoshop, it just doesn't open. I've used Photoshop for decades and never had this problem before.

Are you using the Organizer at all?  If so, have you imported any files recently? 

Is Elements installed under a Windows User Admin account?

I've never used Organizer. I don't know if Elements is installed under a Windows User Admin account. How can I check on that?
