You must de activate another computer". Problem is I have uninstalled PE14 on my old computer but I no longer have the old computers. I have also de-activated through my Adobe Account however I still contiune to receive this error message. Can anyone help please?

Adobe no longer has the capacity to reactivate old versions of the program., and you are unable to deactivate without the old computers. Bottom line, you need to purchase the current version if you wish to continue using PSE.  Log on to the Adobe web site, and as a repeat customer they will offer a discount if you purchase from them. Also, shop in the big box stores & Amazon to check prices.

Thank you hatstead for your reply. I did manage to track down the old computer and de activate PE14. However, the version on my current computer still shows the same message and will not allow me to use PE14 on my current computer. Even though it's an old program I did pay for it and it is mine. I'm very annoyed with Adobe for not allowing me to use it.

There are some additional steps you can take to get Elements 14 activated on your computer.   See this post by an Adobe Employee.

Thank you Greg for your reply. Much appreciated. This is really getting too complicated for me. Adobe really don't want consumers to use old software and make life unnecessarily diffiult for consumers in the hope we keep updateing. I will not be using Adobe products any longer. Plenty of other options available out there.
