Photoshop Elements 2021 and issues

Can someone tell me why on Windows 11 when I try to use the moving photos option  The menu that pops up is very small and hard to use?  How do I fix that?  Also notice the issue when using the Nik Collection.  Peg

What is the Display Resolution of your monitor?  (Right-click on your desktop and choose Display Settings.)  Is the resolution Recommended? 

Also, what is the Scale and layout percentage?

Scale 250% recommended and resolution 3840 x 2160 recommended

Can you give us a screenshot of what happens when you choose the Moving Photos option?  And what is the size of your monitor in inches?

I was able to have someone help me via online chat.  What would happen if I chose any options like e.g. moving photos a small window would pop up on top of the screen and the layout where it would normally occur was just a black box.  He was able to get it to work now.  I also use the Nik Collection. That will work however the word bars on the side of it are very small and hard to read.
