Yes, although Elements runs using Rosetta 2 (which is included with Monterey).

Have the problems noted by PSE 2022 users in October, November and December 2021 where PSE froze, did not open, or caused the computer to reboot been fixed?
No idea I'm afraid. Have to wait for more experienced Elements users to answer those questions.
