I have had to reload my pc, as my hard drive died. I was able to install PRE 9 without any issues. However, when I try to install Photoshop Elements 9, I get 'an invalid serial number' message.

Where did you get the serial number from? Is it the number listed on your Adobe account?
Where was it purchased from?
Are you sure it is the serial number for PSE 9?

it is the disk that was provided when I purchased my laptop. Here is a screenshot of the sleeve. I was able to install the PRE 9 with the serial number on its sleeve with no problem.

You should contact Adobe Customer Care directly regarding your serial number. It's probably an OEM that came bundled with your Dell Laptop and is non-transferable to other devices.

Since this is a user-to-user forum and not Adobe support, we can't help you with your serial number.
Like I said, an OEM is a bundled software product that's licensed to a specific device by the computer manufacturer (Dell). It's not a stand alone product that can be installed on another machine.
Best advice, get Photoshop Elements 15 (latest version) at the current discount price of $69.99 ($30 off).

I am having the same issue -- I uninstalled PSE9 from my laptop and installed it on my desktop. When I go to validate the serial number, it tells me it is an invalid number. I called Adobe and they said the only thing they can help with is the most recent version of Elements, which is 15. They said for help with 9 I have to come here and post so someone can help me.
So, how do I get my serial number to be recognized as valid?

I also have PSE 9 and have been using it since 2011. Original Computer crashed and had to re-install on my last one. It crashed last year and I replaced it then. Has been working fine and now suddenly it is giving me and activation limit reached error. I have the product registered and can see it listed on the Adobe site. Adobe site shows NO ACTIVATED DEVICES. SW still refuses to activate.

Right. The website only works with subscription plans like Creative Cloud... Elements is not subscription-based. It's a single purchase product. Deactivation must be done from the Help menu of the device on which it is installed.
That said, Elements 2009 is ancient-ware -- way beyond its 'replace me' date. It's unlikely that the legacy activation servers are fully functioning anymore.
