Problem launch Adobe Photoshop Elements 7

I have Adobe Photoshop Elements edition 7 for windows. The program wont start at all anymore. I have tried to un-install the program and install it. Same result. What can be the problem? I use the program on a pc

Edge is a browser. An operating system would be Windows 10. Windows 11, etc.

What could be the problem?  It's 14 years old.  Sometimes it really is that simple.
