I'm running PSE 2022 on a PC and and Laptop. When I import images into PSE on the PC the file name is in the following format: 03 03 24_5759.CR3, when I import images onto the laptop the file names are in this format: 1R9A5778.CR3. How can I change the file name format in the Laptop so it appears like the format in the PC

How are you importing them into the PC? The naming would come from that application/software.

If there are no settings to change the import name, then a 3rd party application such as Adobe Bridge or other capable software could be used to Batch Rename to the same format. I'm presuming that 03 03 24 is the date (mm/dd/yy)? And that the 5759 is the last four digits of the original filename?

When you import by getting files from camera or card reader, you have the option to rename files at import time. That is not an option when importing from files and folders. That option is NEVER checked by default, someone has to change it to define the new template. A number of options in Bridge are available in the organizer for renaming in a more limited way. By the way, the option to rename at import is the most powerful of those available in the organizer (rename, export) or the editor (process multiple files).

For users of database management systems like organizer or Lightroom, renaming at import is only a personal choice, so you don't really need it, but if you prefer, no need to resort to Bridge, which incidentally is free for the desktop Creative Cloud users without any subscription. Since I have also a CC subscription, I have set Bridge as my secondary editor. That gives me the choice to "Open in [the full] ACR" from Bridge. Of course that ACR needs the subscription... but I can take advantage of other advanced management options of Bridge for metadata especially.
