I've just purchased and installed the upgrade from PSE2022 to 2023, running on Windows 11 21H2. When I position the mouse on the left, right, or bottom of the PSE window, I get the expected double-headed arrow pointer and can drag that edge of the window to resize it. However, I get no such pointer when positioning on the top of the window, and cannot drag to resize it. I can grab the title bar and drag it, and I can position the mouse mouse on either top corner of the window and get the diagonal arrow to drag both top/side at once, but I can't drag the top of the window only.
If I open PSE2022, which is still installed, I don't have the same problem with it. I get the double-headed arrow on all sides of the PSE window, and can drag each side individually.

I also have both PSE 2022 & PSE 2023 installed on my Win 10, 21H2 PC. Both the 2022 & 2023 Editor act the same - no double-headed arrow to drag the top edge. It is not a problem because I'm always in full-screen mode when I use it. I don't consider it a "bug".

I'm referring to the PSE editor as regards getting no double-headed arrow at the top border of the window and being unable to drag it. I never use the Organiser, but I just fired it up to check the behaviour. It is different in that I get the double-headed arrow at top, left, and right borders, but none on the bottom unless I have the mouse quite close to either the left or right side of the application window.

I get exactly the same behavior as the OP on the Editor for both Elements 2022 and 2023 using Windows 10. The double-headed arrow is available on top of the window for both Organizers.
