What version of Photoshop and macOS are you using?
Can you post a screenshot?
If the Dodge Tool brush is larger in diameter than the document your working on, it will just be a crosshair until the size fits within the document area.

I'd suggest downloading Photoshop Elements 2020 from your Adobe account and and installing it that way.

I believe the actual photoshop elements 2025 editor and the organizer are Apple silicon , but some of the required functions like running certain filters, etc still require Intel code to run, which is why Rosetta is still apparently needed.

What operating system are you using?
Any particular tool or it's any of the manual selection tools you've tried?
Can you post an example of the background in which the cursor seems to disappear?

I believe the bug or at least to some degree is related to the version of Camera Raw the user has.

Update your macOS Monterey 12.7.2 to 12.7.6 and hopefully that solves the issue.
Check for the update by going to Apple>System Preferences>Software Update

Looks like it could be this reported bug:

What version of macOS are you using?
Intel or Apple Silicon?
Is that on an image that is in that particular color space or when switching color values in the Info panel itself?
Can you post a screenshot(s) to illustrate the issue?
So far i'm not seeing that here with Photoshop 2025 (ps ver 26.4) running on macOS Sequoia 15.3.1 on a 2022 Mac Studio.
You could try a reset of the Photoshop preferences to see if that corrects the issue:

How big are the files in terms of size on disk?
For whatever reason external drives with macOS can slow to a crawl at times, so that's why i suggest copying one of the files to your internal ssd and then see if that copied file opens any faster in ACR.

To rule out the external drive as the cause, try copying the file to your main drive and see if that makes any difference.

Both Photoshop 2020 and Photoshop 2025 do require a subscription to use beyond the 7 day trial period unless you have Photoshop Elements 2020 which is a perpetual license.
Sounds like the issue is you don't have an actual subscription for Photoshop, that can be had for around $20 a month
with the Creative Cloud Photography Plan, which includes Photoshop, Lightroom and a few other mobile applications.
https://www.adobe.com/creativecloud/photography.html
If you do get a subscription then Photoshop 2020 as well as the latest Photoshop 2025 should work on your macOS Monterey 12.7.5

If you want to do some actual editing of the .crw files before a conversion, then open source editors like Raw Therapee or darktable can do that.

Photoshop Elements 15 won't work on macOS macOS Sequoia 15.x.x because the installer and some other included components are 32 bit and Apple since macOS Catalina doesn't allow the running of 32 bit applications or utilities.
https://support.apple.com/en-us/103076
Better off upgrading to Photoshop Elements 2025, which works fine on macOS Sequoia.

Even though Photoshop CS5 is 64 bit itself, many of the included components like the installer are 32 bit.
Your specs show that the 2019 iMac has been updated to MacOS 15.3.1 Sequoia, so that being the case there is little chance Photoshop CS5 will even run on that even if you could get it installed and also activation of CS5 depends on a 32 bit component as well.
Migration from Time Machine is hit or miss with Adobe applications even on compatible operating systems, so many users end up reinstalling the already migrated applications to get them to work.
Since Adobe no longer will reset activations and you can't deactivate Photoshop CS5 on your crashed 2010 iMac, there's a possibility you won't be able to ever activate your Photoshop CS5.
I think your best bet if want to continue using Photoshop is to subscribe to the Adobe Creative Cloud Photography plan or check out Adobe Photoshop Elements 2025 and see if it meets your needs.
