I have Photoshop Elements 2018 and I believe I have the latest RAW update (10.3).
When I attempt to open a RAW file in PSE 2018 the program locks up and I have to go to Task Manager to close the program.
When I go to "Help", "About Plug Ins", and click on "Camera Raw" then PSE 2018 shuts down and I drop back to my desk top.
I am using the latest version Windows 10, a Nikon D3400 DSLR, and an updated version of PSE 2018.

I think there may be two different issues in this case.
First everyone should know (but few do...) about this faq:
FAQ: Will Photoshop Elements work with my camera, or Why won't my raw files open?
That explains why new cameras need their own converter and the links show which ACR version is needed and which ACR version is supported in Elements versions;
The faq is not updated. PSE2018 supports ACR 10.2 after using the menu Help >> Update. So your D3400 is supported.
So, the issue with ACR may be different, maybe the common RAM problem after the Windows 10 (1803) update.

The second issue has been reported:

The workaround, if the first issue is solved, is to look at the top of the ACR display in window mode (not full screen). You get the real version of your present plugin.

The problem was with PSE 2018 not having the proper files to allow the Camera RAW update. I contacted Adobe, and the problem was solved by downloading and re-installing Adobe Application Manager software. Apparently it was missing/damaged and that prevented any updates to my software. Please consider this query solved and I thank you for you reply.
