After a PC problem necessitating a Windows 10 reset, which removed Elements 2020 (and other apps), and needed a restore, I maybe have a problem. I followed the instructions on screen, selected "restore using original file structure" and got photos back, HOORAY. But, why has it put the Photo Catalog and Program Data folders in with the rest of my folders on the external drive I use for my photos? Surely they should be in the"C" drive? Can I move them or just leave them where they are?

Restoring the original structure describes the hierarchy of your folders, independently from the location of the master folder which may be in any disk or location of your choice, that's why you are requested to specify the disk with location of the master folder you want to use.
If I am right in thinking that the restore did work for the media folders as well as the restored catalog folder, that is what happens when you specify a 'custom' location. The media main folder is at the same level of the restored catalog.
You can use the catalog manager to move the catalog folder back to the (hidden) default location on C. You can move that catalog where you want, and keeping it in 'custom' location on the external drive is a good idea. That way, if you plug in the externa drive on a different computer with the same PSE version, your catalog and media are immediately available.
