In PSEv.2024, open the Effects palette (Window>click effects). Among the options is "Seasons>snow". I applied this. perhaps you can use it.

I don't think there are any tools in Elements 2024 that will do what you are asking.  I have tried applying the Color Match Effect, using a winter photo of my own, but the results are not very satisfactory.  I'm afraid you need something like the new Neural Filters that are only available in Photoshop CC to create something like this:
