Updated PS Elements to 2023 to get colorize feature, but it only produces sepia colours.

I've tried changing the picture mode of the black and white picture that I am trying to colorize, but to no effect. I have uninstalled PS Elements 2019 and re-installed PS Elements 2023.

The exposure in the original picture might be too low.

Try adjusting the levels before colorizing.

I don't think adjusting the exposure and contrast will be much help in Elements 2023.  Part of the problem is that it is such a low resolution image.  (You should also crop the photo to remove the borders.)  While you may be able to add colors in the Manual mode of the Colorize tool, it will take a lot of work.  Even using the far more advanced colorization tool in Photoshop CC, the results are not perfect.

You may be better off trying one of the free AI colorization tools that are available online.  Here is an example:
