Upgrade Premiere Elements 4

I have been directed here by Adobe Support. Not sure what the Support represents!

I have two DVDs Photoshop Elements 6 - Premier Elements 4 belonging to my late husband David who died suddenly a few years ago. I want to finish editing the videos he was working on.(Before I had been using MSoft Movie Maker no longer supported by MS) Can I use his software and upgrade to Version 15 on my PC? His PC has been de-commissioned after data transfer. Any help appreciated Chris Judd

Premiere Elements 4 projects will not open in Premiere Elements 15.

You will need to finish them in Premiere Elements 4.

Premiere Elements 4 may not run on Windows 7 and won't run on Windows 10.

I do appreciate 4 will not run on Windows 10 which I now have. My query is does it qualify, as such an old version, for the upgrade offer by Adobe or do I need to buy 15 at the full price? I propose to start again using the original AVI files transferred from the old PC

You will likely find that if you purchase it from an authorized online Adobe reseller or a big box store, you will actually get a better price than the Adobe upgrade price.  The "upgrade" is just a marketing term and is actually just the full version with a discounted price.
