I have Photoshop Elements 6 on my Dell. I recently purchased a Mac and I'd like to know if I have to purchase an IOS version of Photoshop Elements to use on the Mac. My guess is yes. I know we're talking about different operating systems. I'm just wondering if Adobe would see my original Windows version of Photoshop Elements 6 as enough to allow me a free download of a current IOS version? Thanks.

No.
Platform exchanges are only available for the current version.
And most likely a version that old won't run on the new Mac OS.
(By the way, it's Mac OS, not IOS. iOS is for mobile apps like on phones.)

Your PSE 6 license does entitle you to a discount or upgrade price.
Click on this page where it says Upgrade or Upgrade now.
On the Mac side only recent versions of Photoshop Elements will work because of changes in the Mac operating system like removing support for 32 bit applications and switching from Intel processors to Apple Silicon processors.

Thanks very much. I'll check that out.
