In PSE - Editor - Advanced tab, go to Edit menu>Preferences>General and click on "Reset preferences on next launch." Close PSE & reopen, check if you can print.

Are you printing via Photoshop Elements, or via another program?

Are you accessing the file that you wish to print on an external drive?

Windows or Mac?
