Elements 2020 is the editor. Premier Elements edits videos. When you have problems installing / reinstalling it typically is due to "parts" of the program still running in the background, even though you have closed it, it just happens sometimes.
View background processes as mini programs that do specific things.
There is more than one folder labelled "elements 2020" (or any other version) on your computer.
There really is no reason for the average user to be concerned with the processes you see listed below. I have 4 or 5 adobe things open right now, that's why you see many Adobe things open.
I often used cCleaner to uninstall things, other use other utilities, I also just use the uninstall feature built into windows. Use whatever makes you happy.
HOW TO FIX IT SO YOU CAN INSTALL IT:
Turn your computer all the way off.
Go get a cup of coffee.
Turn your computer back on.
Begin the installation of Premier Elements. I usually just redownload it from my adobe account. You can use a disc if you want-

Here are some screen shots of the Elements 2020 sub folder. No I definitely did not create this myself. In fact there are two sub folders with the same name. One is in folder Program Files and the other in folder Program Files (x86). They are both on the C: drive. I suspect the sub folder in Program Files may have been installed when I've been playing with different locations trying to get Premier installed. BTW I've tried another tack this morning by redownloading the prem 2020 .exe file from my account using a different browser and making sure there are no Adobe files left running in Task Manager but I get exactly the same failure.
"Program Files (x86)" is used for 32-bit applications. Installing a 32-bit application in a PC with a 64-bit Windows automatically gets directed to Program Files (x86). I've got a ton of versions installed- and in the same position as John depicted in his second post I only have the following.
That makes sense: That was a 32 bit version I had installed, so it would get installed automatically in the (x86) directory.

I don't have any idea why he has that folder for 2020 in his x86 directory-- it certainly doesn't belong there.
If it were me? I'd be uninstalling everything all old versions of PSE and start over.

In fact I think I've got Prem Elements working now. I had another go at running the installation file this morning and even when the error came up I just left it for a while (without hitting Quit) and the %installation counter went up to 98% and then stopped. I decided to explore the C:\Program Files\Adobe\Adobe Premiere Elements 2020 folder and I saw that there was a PremiereElementsEditor.exe file. Double clicking this booted up the program which I've been using successfully this afternoon! (see screen grab). Each time I start the app I get another error showing up CRLog Transport.exe Application Error - Click OK to close the application , I seem to be able to click on OK, the error window disappears and the program continues normally. The weird thing is that Windows doesn't know Premier Elements has been installed (i.e. it's not showing in the list of apps - Windows settings>Apps). I gonna try to finish the little project I'm doing and then do as you suggest, reinstalling both PSE and PROJ. If I re-install PSE do you know if it will find the image database automatically or do I have to set the whole app up again from scratch?
