What's wrong mit font size in Photoshop Elements 2023?

Photoshop Elements 2021 on the right side with regular font size for menu items, Photoshop Elements 2023 on the left side with far to big font size for menu items on a 4k display:

Go to Edit>Preferences>Display and Cursors.  Try changing the Scale option for High Density Displays.

Switched from Auto/200% to 100%. Even worse: now menu subitems scale right, but main menuitems are too small and also buttons in left navigation bar:

Same here: Compatibility-options result in some kind of blurry interface. That's not an option. 

Is it possible to send Adobe a bug report somehow?
