The problem is that Whattsap stores proprietary data which are not standard and rejected by Adobe softwares.

The solution is generally to open those files in one of the simple image players on your computer, then to save them from those softwares which ignore those metadata.
For Elements, it has been reported that opening those jpegs in ACR does work.
