There are free brushes available:

Download and install in the Presets>brushes directory in PSE

If you are using Elements 2022, you can create an animated snowfall for your photo using the Enhance>Moving Overlays feature:

Added:  If you don't want the animation, you can open the animated gif file and save a jpeg file from one of the layers.
