It may, but you are betting on software that is more than a decade old running on a modern PC. If you want to upgrade, you should be eligible for an upgrade discount which is usually $20 off the retail price. Yes, Elements 9 should install OK in Windows 11, but you should install it in Windows Compatibility Mode.  (I have Elements 4 running on my Win 11 machine.)

But there have been so many added features and improvements in the program that you should really consider upgrading to the latest version. As already noted, the latest version (Elements 2025) is a 3 year term license.   Elements 9 is about 15 years old.  So, if it is really important for you to purchase a perpetual license, you may want to try to find a copy of Elements 2024 at a local retailer or on eBay.  But you may have difficulty finding it.  And you should be very careful if you are buying on eBay or similar online services as there are many scammers out there.
