Photo has the person further away and the client would like the photo zoomed in for print.  How can I do that for them without creating a pixeled photo?

The short answer is you can't.  But assuming the original photo has sufficient resolution, take a look at this article.

And if you have a recent version of Elements, you might want to look at the Move and Scale Guided Edit:
