I deleted Photoshop express premium today in the hopes of reinstalling it to resolve a glitch.
I can no longer see Photoshop express offered in the Apple Store for iPhones in the US.
 
As Adobe stopped offering it?

Thanks for reaching out! I want to inform you that Photoshop Express is still available for use by existing customers but is not currently available for new downloads in the App Store in select markets. This is to better enable customers to find the latest Photoshop on the iPhone app.

I'm having the same issue. Had to delete the app and try reloading back again and PS Express is no longer available in the Apple App Store, it says the App is no longer available in my area. My subscription does not expired till November 2025.

It's a good question about customers who have a Photoshop Express premium subscription. Will those map to Photoshop on iPhone premium subscriptions?
Or since you can't re-download Photoshop Express, should you cancel that subscription and then subscribe to Photoshop on iPhone instead?
Perhaps @Amitej S at Adobe can offer some advice or guidance for Photoshop Express users.

So far, I've noticed a significant gap in the tools offered in PS. No artistic filters, no quick touch up tools like smile or facial adjustments.

I also deleted it to reload it onto my phone and came across this issue. Adobe is still offering it when you buy a subscription package. Photoshop is not the same tool. Express was an easy to use one stop shop with what seem to be unique tools that photoshop doesn't have. I had open working files that I'm struggling to move to photoshop and it is very disappointing.

It's true that they're different apps with differing featuresets. Photoshop Express has some features a bit more like Photoshop Elements on desktop. Adobe will certainly be adding further capabilities to Photoshop on iPhone, but we can't say which ones or when.
I tried different ways to find or access Photoshop Express in the Apple App Store, but nothing came up. Just "App Not Available." So it definitely appears to be no longer possible to reinstall. Sorry about that.
