Hello!
I'm looking for a solution which is able to print a PDF document from iOS device on any network printer with known IP-address (AirPrint is not available). In other words, I need a tool (SDK, library, etc.) to convert PDF to PostScript that works on iOS. If Adobe has any king of this?

Adobe has no SDK for this on iOS (can be done with paid-for Acrobat on Windows and Mac).
But what would you do for non-PostScript printers?

Yep, Acrobat is a good thing but does not fit our current task. I have an idea to render PDF into images (PNG, JPEG) page by page and then create a simple Postscript command set to print this image sequence. It should look like the original PDF.
I haven't dealt with non-PostScript yet as we have a few models to work with and hopefully all they support PostScript.

Many network printers have a web page where you can submit a job so try the IP address in a browser.

You should also bear in mind that this is a very common need, both at an individual and enterprise level. There are many existing off-the-shelf solutions. These include (I have no personal recommendations)
* inexpensive per-printer network devices with a USB connection
* per-workstation apps to share your own printers with Airprint
* per-server apps to share a larger set of enterprise printers with Airprint.
* probably other ingenious ideas I never heard of.
