Film Impact transiton duration

In the Preferences transition duration is set to 1 second

 

Applying a FI transition (e.g. Stretch) to the timeline it sets it to two seconds or some random duration, ignoring the setting.

Only Impact dissolve set as default seems to honor the preferences.
