Steps to reproduce:
    1. TEXT window / GRAPHICS tab - when I click on the text positioning icon, the playhead does not move to the timeline fragment

When I click anywhere in a "row" in the Graphics tab of the Text panel (timecode, thumbnail, text, empty section), the CTI moves to the middle of the graphic.

I don't know the real reason, but here's a fragment of a video of how the timeline reacts on my computer.

Rats! I was briefly convinced this was Sequence -> Selection follows playhead - even though that's the opposite.

But no, it has no effect on this.

Your system "selects" the clip in the timeline, but does not locate the CTI on the clip. Mine does both. And I can't find any setting that changes that. Reminder: I am on build 39.

Mine does the same in the Captions tab of the Text Panel. Same behavior as in past, but when selecting in the timeline, clicking the CTI from caption to caption moves the selection indicator in the Caption tab, but only Selects the caption in the Caption tab if you click on the caption in the timeline.

This behaviour is observed when I open old projects that were created in previous stable versions, but I can't say for sure. When I create a new project in beta version, it works fine like yours.  For example, I opened another project today and everything works correctly in it. 
I wouldn't have written about it if I hadn't noticed this.

Good investigation. If I open a Release 23.1 project in Beta 23.2.0.39, all is okay. If I open a project from 22.5, I get your results. I get it with both graphics created in 22.5 and also in legacy titles converted when I opened in the Beta.

However, if I zoom into the timeline, the CTI now moves correctly. And after doing that, I cannot get it to malfunction even if a) I zoom back out and b) even if I switch sequences to one where I had not zoomed in.
