Getting blur after uploading and after download too

Dear adobe

I uploaded a video in premiere rush. After uploading a video getting blur in the top of the video.  After downling I am getting total blur in the video in the output.

Please solve the issue asap

Please try updating your GPU driver (get the studio driver, not the game-ready one). Then, let us know if that helped.

I am not using adobe rush in laptop. My laptop is not supporting adobe rush software so I downloaded app in my phone. I am having a problem in my phone

I'm sorry about that. Your phone is not on the list of supported devices. It could be that it is too new for Rush, sorry to say. I can't think of what else it could be. Do you have any supported devices you can test with? Let me know.
