After Creating a new projekt and adding some videos and clicking create Adobe Premiere Rush becomes unresponsive.

Rush was built for the latest versions of Windows 10, so maybe an update will solve the freeze issue.
If this doesn't help, please let me know and we will keep trying to figure it out!

I'm having the same problem, after opening a project Rush starts to eat 80% of my CPU, I have the latest Windows 10 with all the updates.
I have a Ryzen 2700x with 16Gb of RAM so it should be more than enough...
BTW, It's a new installation.

More info, the window size affects how much it consumes, I have a 4k monitor, maximized it eats 80% of CPU, if I resize the window to a quarter it "only" eats 50% of the CPU.

Are you serious? there is no way Windows 10 is not on the latest version as It is updating automatically. Manual updates died in the 19ties.
