Premiere rush can't see Mac Photos...but Camtasia can?!?!

Others have noted that you can right-click a video in the Photos app and tell it to "edit in" Adobe Rush.
However, if that doesn't work (if you don't see the circle/pie icon tracking the export in the upper right corner) then you're stuck.

Previous conversations about this indicated that it's an Apple Issue. However, Camtasia is able to pull this off (see attached clip).

What am I missing?
