I found that placing images (eg JPG screenshots of websites) into the video timeline (during a Skype interview, for example) doesn't remove the video at the top and bottom of the screen. I have to add the white blank video sample, change it to black, then add the JPG on another timeline above, only then does it make the video 'disappear' at the top and bottom of the screen. This problem occurs because a website screenshot will always be shorter in height than a Skype video recording.
It would be good if Adobe Rush would allow you to split the video and audio in certain situations like this.

I agree with Steve, I'd recommend using the "Transform" panel in the toolbar to scale your JPG up to fill the frame. The method you're describing in this post works as well, creating a background is a great idea! However, totally agree with you that we should offer the feature of separating audio & video tracks. I'll submit it as a feature request and see what we can do!

You could always use the Tranform tool to enlarge the photos so that they fill your video frame.
