Is it possible to add a border in my TOC to show a graphical separation of different topics in the Output?

What is your output type? WebHelp, Responsive HTML? Microsoft HTML (CHM)

And what version of RoboHelp is being used?

And lastly, do you have an example of what you would hope to see?

mein Output type is a responsive HTML.

I would imagine it something like this:

(not obligatory in green...)

A graphical border between the topics concerning general information and the product.

Hmmm, I'm going to say it MAY be possible to achieve, but you would need someone pretty well versed in the underlying code to make that happen.

I note that in your image you have something similar in the topic that has "+++Update News+++".

I'm not sure if this was something done in an effort to achieve a facsimile of a separation as you are wanting, but it seems that's actually about the best you are going to be able to do without any ability to just insert a separating line.
