I've created a Topic Layout which to my understanding you can apply to all topics. I've formatted the header and footer as well as the background. When I apply this to each topic all appears fine as I edit and create topics; however, when I select the preview option it will reference back to the actual topic layout page and not show me the topic itself. I've selected the topic layout in output and made sure that it is selected in both topics but why can't I see the actual topics?
This is my first interaction with Robohelp 2022 and it is a new project. I've attached images below showing the edit screen of the topic showing the content that should be there (image (1) vs the topic layout (image) that should not be diplaying when trying to preview this topic.

in the future, to find the best place to post your message, use the list here, https://community.adobe.com/
p.s. i don't think the adobe website, and forums in particular, are easy to navigate, so don't spend a lot of time searching that forum list. do your best and we'll move the post (like this one has already been moved) if it helps you get responses.

Please use the photo icon to insert images within the post. Seeing an image inline with the text makes it easier for anyone answering or viewing the post.
Both images have the tab name TMG Enroll. One shows a shaded header and footer plus the default text when you apply a topic layout to a new topic. The other shows the topic layout header and footer (the shading) plus topic content, which is what you should see in a topic preview.
I'm confused as to what you perceive to be the problem.
