I'm trying to remember how to work around the following scenario:
I have a numbered list and in the middle of that list, there is a paragraph that isn't a "number", it's just a paragraph (like a NOTE: follwed by some text). How can I add my Note and have Robohelp keep in order with the previous list. See below for example. My list goes back to 1 rather than picking up where I left off.

Usual method is to use a Shift-Enter (soft return) after the text on point 3, and then an Enter after the Note: text to advance to point 4.
I believe some issues related to this were fixed in Update 5.

I guess I should have added that the Notes are formatted with a paragraph style. So, I think what happens is once we apply the Note style to the text, the list ends. When I click the button to turn the list back on, it starts at 1. I then go up to the Restart Numbering From field in content properties and put in my desired number and nothing changes. I'm not sure what I'm doing wrong. the field for Restart Numbering From: to the correct number and nothing happens. It just stays at 1.

I can't tell from your screenshot where your insertion point is, but starting the numbering up after the Note: line should start at 1 again - highlight that to set the restart numbering.

I need to exapnd on this question and find out how to get a level 2 inserted after a paragraph. So, same question as in this post, but it would look like this:
1. afaif
2. adkfdskjf
Note: this is my note and not part of my list. I need number a. to be the next number after this paragraph NOT 3.
a. This is what I need to have happen. Since the update, I am able to easily get level 1 o appear after a paragraph that is in the middle of a list.
FYI - I duplicated the alphanumeric style and then edited it to look the way I need my lists to look for levels 1, 2 &3. I just happened on to this scenario today and haven't been able to figure out how to make it do what I need it to do. which is level 1, paragraph in the middle of the list followed by a level 2. using the tab key to tab to level 2 doesn't work. Nothing happens when I press tab.

I'm guessing that not all the Level 1 items will be followed by a Note paragraph. If they were then Level 2 would be formatted to be as shown and the lower-case paragraph would be Level 3.
For what you want, ad hoc Notes, you would either use Shift Enter to type on a new line or insert a paragraph but, of course, that is going to break the list number so you would start a new list but according to CSS rules it has to start at Level 1. You could create a list where Level 1 is formatted to look like the Level 2 you refer to.
Essentially multi level lists require strict sequencing. That can mean having multiple lists and/or using shift enter.
