Due to some reasons my project's toc got corrupted, hence wanted to recover it from the previously generated output.

You've got the RH source project, right? Why not just regenerate the output again?

The TOC has 100s of topics with hyperlinks, conditional tags, and other settings. Henced rather than creating it from Scratch wanted to recover it.

Well, you could take a look at this page - https://www.grainge.org/pages/authoring/opening/opening_projects.htm - to see if anything might help, but frankly, it's probably faster just to create a new one.

There is no way you will recover the TOC from output. The contents are scattered around various files in the whxdata folder and will make no sense.
Do you not have a backup of your project? The quickest recovery will be to copy that in and update it.

If you have a friendly developer they should be able to write a script to recover the toc from the toc js files. The content is broadly speaking JSON data, so if they have a sample of the .toc file so they can see the XML structure required, they should be able to parse the JSON and transform it into the required XML.
