These issues are triggered by Adobe actively halting sales from your account, either because they detected odd activity, like unusual high sales numbers or IP violation, when you uploaded items that are not your creations. There may be other issues that may trigger this, that are unknown to us.
There is nothing the community can do for you. Only Adobe has the information to the events that lead to this step, and they need to be grave enough to lock you out at least temporarily. After investigation, Adobe may or may not open your account again. But Adobe will not discuss publicly what lead to this decision.
