I've already read the Adobe Stock guidelines, which state that submitting more than 3 images of the same type is unnecessary. But according to my research I found that many contributors have submitted 20-40 similar images and they have been improved.
So will their account be damaged or the account may be closed?
Submitting more than one image of the same type can result in account spam or account closure? If only three are submitted in an image count, there are a lot of different niches to look for. If you give the maximum number of images of the same type, there will be no problem in the account in the future. Please let me know.

"that many contributors have submitted 20-40 similar images and they have been improved. "
Yes, and that shouldn't be. A major problem on the part of the moderators I guess. Don't follow suit.

Many, many accounts have been suspended because of too many similars. Just because they haven't been caught doing so yet, doesn't mean that they won't eventually be banned.

But if you work with the same image number, there will be no problem with the account in the future? Because the T&C of Adobe Stock says that no more than 3 images of the same niche or category should be submitted.

According to Adobe stock opinion, only three images should work with the same category, more than that will be considered unnecessary. My question is, if I submit the same number of images to only three accounts, then this is a very small number. If I work with the maximum number, there will be no problem?

You said "if I submit the same number of images to only three accounts". You cannot submit the same image type, for instance AI, to three separate accounts. All of your accounts will be banned for doing so.

You didn't understand my point. I mean, Submitting multiple images of the same type to one account will not be a problem. That is, how many pictures of a category can be submitted?

I'm confused. You have multiple accounts?

No, impossible I only work on one account.

This is what you said, so we were confused: "My question is, if I submit the same number of images to only three accounts"
When it comes to "similar" images, common sense must prevail. Your use of the word "category" is also confusing. I'd say that 70% of my portfolio is comprised of the "category" of people, perhaps 40% or more of which are of people in a studio environment with a plain backdrop. But they are not 10 to 12 images of the same person assuming the same or very similar poses. 10 to 12 images of the same person striking very different poses with different expressions, different outfits, etc., would not be, in my opinion, similar.

Let me continue with my thoughts on this. You appear to be talking about PNGs. So forget people and let's talk about something like an orange. An orange isn't likely to be capable of having different expressions or wearing different outfits, and the thus number of ways an orange can be presented is relatively limited from a realistic standpoint. You can add or change elements (a whole orange, orange slices, orange wedges, an orange with other fruit, an orange slice on top of a glass, oranges in a bag, oranges on a produce stand, etc.), and while they are the same "category," I would not consider them similar in such cases.
