What do you mean with different names? Is it like John Doe and James Smith? You should have both accounts to your real name, as you may prove your tax status (with Adobe) and your ID with Payoneer (to avoid money laundring and other criminal activities). But I don't think that there is an issue having different e-mails attached to each account.

Yes, you can link your Adobe Stock to whatever email address you want to use for the payment service you've chosen. However, your tax forms submitted on Adobe Stock must use your legal name.

WHY WOULD YOU DO THAT? Don't you have a bank account?
You need your own bank account to receive funds. Mixing funds with friends or family is a bad idea. It's messy and can get ugly later. To remain on good terms, it's best to keep your funds in a separate account. If you wish to send money to someone, you can transfer funds from your account to theirs and there will be a digital record of that transaction.
I created a PayPal account on Monday. By Wednesday, it was verified by my bank (it took two days).
Hope that helps.

with Payoneer, I think it may be a fees question. Also: PayPal is not always the best tool to use, because of local legal requirements.
There may be legal issues with that, as it may, by example, be considered as income for the recipient or there may be guardrails in place to avoid money laundring. But generally speaking, I would guess, that it is possible.
In my country, there would be no legal issues that I'm aware off.
