Here are Adobe's guidelines for Illustrative Editorial content:

"At Adobe Stock, we define illustrative editorial as conceptual imagery designed to illustrate articles on current events and newsworthy topics."
You can't upload content into the Illustrative Editorial category until you have exceeded 100 sales on your Contributor Account. The content MUST represent current events. Adobe will reject the content if they don't consider it newsworthy. No people are allowed in the image, but logos and signs are allowed without a property release. Buyers can only use Illustrative Editorial images for blogs and news-type articles.

Commercial content is sold the most, as it is the most versatile. Illustrative editorial is only sold, if you have a picture of something that is in demand.
