If there's not an issue with the image you're submitting, there's one with you Internet. If you're having intermittent issue with you Internet supply, or it is too slow or there's a ping or latency issue you will get that error message.

Is your asset the correct pixel size (at least 4 mega pixels)? Backgrounds should be high quality JPEG files, PNG files should have transparency. A background by definition, has no transparency channel.
