Landscape illustration letter size template. 
No rasterized images.  
 
The file size does not hit the minimum requirement for size... 

Any ideas ...on how to increase file size with the settings ?

Submit your uncompressed .ai, .eps or .svg file.

There is NO MINIMUM SIZE. Here are the requirements

Submit with the following technical guidelines:

• AI, EPS and SVG formats only
• Recommended artboard minimum: 15MP (megapixels)
• Maximum artboard resolution: 65MP (megapixels)
• Maximum file size: 45MB (megabytes)
• Document Color Mode: RGB
• Artboard offset: (0,0) upper-left corner

Perhaps you don't realize the difference between megabytes and megapixels? Or perhaps you have a different set of rules (this would not be surprising, Adobe can do this sort of thing), please share them.
