Hello, these emblems were created between 11 to 12 century, thus the intellectual property rights have been expired. Also the building at the bottom is built in the middle age and far older than 200 years ago. Therefore I believe your reviews are not valid. I request you to accept the images in the red boxes. There is no way to dispute the findings of the Adobe Moderators; however, these emblems are most likely attached to someone's property which is protected by IP laws.

How do you define "Public Property" ? And even if it is public property, it does not automatically mean that they've waived their IP rights.

You can use it on your private site, but when it comes to Adobe stock, you will need to prove that it is public domain. BTW, even if you pay taxes, it does not mean that the rights holder, who may be an architect, or someone else, gave up their rights on the asset.
BTW: the IP refusal may also be triggered from a small detail in the picture that we do not see with your thumbnails.

Submit them as editorials and see what happens. I don't think they can be used as commercials anyway.

We would need to see the full asset to have a better assessment of them. However, from what I see the artwork would trigar an IP refusal. Regarding the buildings, there are specifications that determins if they'll be accepted.
Adobe staff does not monitor the fora. They are monitored by fellow contributors and possibly other end users. However, we do not expect that because you say a particular subject is not protected, that they'll accept them in tier collection.
