Without seeing the image, it is hard for anyone in this forum to give specific feedback; but in general terms, the comments from Adobe pretty much explains what "Non Compliance" means. In the opinion of the moderator, the subject matter of the image was not of the type that Adobe includes in its collection. It is not a comment on the artistic nor the technical merit of the image but rather of its saleability in terms of Stock Photography.
Don't let it discourage you. Many of us (myself included) have had an image come back from the moderator as "Non Compliant". Keep submitting your highest quality images and ask yourself how an advertiser or other commercial user of Stock Images might use it. If you can't think of any way, then perhaps you should skip sending that image.

Non-compliant is an Adobe definition for an asset that has a problem, but it's not a “Quality Issue”. There are many reasons for an asset to be non-compliant. One can be, that the asset has a border, a signature. Other possibilities are when a release has been asked and the asset would be resent to the moderation team without addressing the concern.
Adobe support won't react to refusals and requests concerning refusals. I suppose that they get hundreds of thousands of such requests. If you want an appreciation of your asset, post it here, and we will have a look at this.

Non-compliant means the file doesn't comply with Stock's submission requirements. Too small, wrong file type, watermarks, borders, etc.. Did you carefully read the Stock Contributor User Guide before submitting?
Adobe Stock customers expect the highest visual and technical quality for use in commercial projects. Emphasis on commcercial use. Read these links before you submit another.

However, since you didn't provide the image here, we can't really comment on what about it is non-compliant.

More likely the file was too small, lacked sufficient megapixels.

It may be that the image had an incorrect title "Rainforest fog - banana plants". Or it may well be that it's not sellable commercially. In the past I've looked for foggy stock photos but I guess that doesnt mean its sellable
It would be useful if the moderators said "invalid title" or "invalid tags" or "non commercial subject" just to know

In fact they do. It would have been rejected for Lack of aesthetic or commercial appeal.
