If status in Adobe is "payment done" you should receive an email from PayPal on the same day indicating that funds are available for transfer. Contact PayPal to determine status.

Adobe's payment processing time is clearly stated when you submit the payment request: it takes 7-10 working days, which means that weekends are excluded.

Check that your payment has been completed from Adobepe.
Then check your account statement (transfers) in PayPal.
If there is a problem, if your money seems lost, contact PayPal, contact live support, support or e-mail.
They may ask you to wait. If there is no transaction after waiting, contact the payment department from live support. They will help you with this. In general, in payment cases such as bank, paypal, payoneer, the person providing the payment x site x bank etc. gives you a code like a provision approval code (the name of this code changes from country to country, company to company). You give that code to the institution, bank or site that claims the payment has not been made and the problem is solved.
In general, bank and other payment processes work like this worldwide. However, there is probably a delay of a few days and your problem will be solved quickly. Adobe works perfectly in terms of payment.

PayPal informed me that there was an issue with the account, but it was resolved, and the amount was refunded. However the problem now is with Adobe I can't contact them as they are not responding to my emails

Don't send emails since those don't create a support ticket in Adobe's contributor support system. Use the contact us link on your account page. Select the category for payment issues.

Did you contact PayPal? Maybe the problem is on their end.
Perhaps you need a Business Account to receive royalty payments now.
PayPal is notorious for changing their policies.

You're making no sense.
Email has nothing to do with this.
Contact PayPal directly.
