I assume it was rejected for Quality/Technical issues.
Did you closely examine it in Photoshop or Lightroom and make corrections before you submitted it? That's essential for almost all digital photos.
Lighting is challenging due to refections from the sea. Histogram panel shows deficits of shadows, midtones and highlights. I would use a layer mask to correct the exposure of sea & rocks separately.

What did you focus on when taking the photo?
The rocks in the center are blurry, but the rocks in the background are in focus.
I think it's a matter of where you should focus.

Hello,
Unfortunately, the photo has exposure problems. It seems you may have reduced the highlights, but in doing so, the water has turned out to be rather dull. I think you also need to fix your white balance. The colour balance isn't good.
Another thing to improve on is your composition. The photo isn't compelling. What did you actually want to show?
