If payment was reversed back to your Stock account, you'll have to submit another payout request after you get your ducks in a row with PayPal.
It usually takes two or three days to verify PayPal with your bank account.

If you made a pay out request and that pay out failed and got refunded to your contributor account, you will need first to check with the support of the pay out sevice (PayPal here) to learn the reason of the failure.
