Sure, I did confirm it on the other thread where you posted a question.
This is new, and it is not yet reflected in the documentation. If you do not set up payment information, and keep that for later, it may well be, that you are in the impossibility of doing so, because of some issue. You would then have an account selling a lot of assets, without a possibility to get paid.

What does it say, when you hover or click the “?”?
How many assets did you submit this week? How many assets do you have waiting in the submission queue?
Please note that there are submission limits imposed upon the contributors. You may have hit one of them. You may also have to finish configuring your account, before being allowed to continue submitting.

It says “Please set up your payout information before submitting content.”
I was under the impression that payout setup was only needed before receiving payment, not before submitting content.
Could you please confirm if this is a new policy for new contributors? And is there any official documentation or link regarding this update?

You can submit content after you enter a verified payment account (PayPal, Payoneer or Skrill) that can accept royalty payments from Adobe Stock. In some regions, you may need a business account. Check with your provider for more details.
