Tax question

I'm from Poland, I added one photo in Adobe Stock for a test, I sold one photo for $4. I don't want to sell anymore, nor will I ever pay out this money because the payout is from $10. Do I have to submit a W8 BEN? I have to settle tax in my country if this money is only in my adobe account?

Payout is from $25, not $10. And yes, you will need to fill out a tax form (which really is more a formality) and you would need to declare the earnings with your tax administration. Your earnings are, however, so small, that they are probably under a threshold value for generating a tax liability. But as I'm not a specialist in Polish tax law, I'm speculating.
