I want to know if two Accounts of different people open at same device, can ut lead to account suspension or blockage?
As Last time my brother was using my device, so he asked if he can sign up his account on my device.
Contributor accounts are not device specific.
There is no issue with using one device to access multiple online stock accounts; however you must be careful that you only upload your work to your account, and your brother can upload only his work to his account. You cannot intermingle the assets that you've each created.

The IP address will be only of concern if there is fraudulent activity. All other legitimate activity can share the same IP address without problems. You are identified by your Adobe ID and not your IP address. As @RALPH_L correctly says, Accounts are neither device specific (I use the same ID on multiple devices), nor are they attached to a specific IP.
As a side note: All people using my internet access have the same public IP address, determined by my provider, changed regularly by the provider and allocated and stored in my router. My device has no IP external IP address allocated and gets its address from the router. So when I use my iPad in an internet café, the device gets a different IP address from my home network and a gain a different address from my work network. So the IP address is only marginally interesting to Adobe.
